Key points
- State releases draft demolition report. On Thursday, October 22, the California Department of General Services released a draft environmental impact report on demolishing three Capitol Mall buildings: the former EDD headquarters, its solar building and the State Personnel Board building.
- Demolition not tied to Sacramento State. The report says demolition would proceed whether or not Sacramento State takes over the site. If approved, it could begin in fall 2027 and take about 18 months.
- Campus plans remain preliminary. Sacramento State has exclusive rights to study redevelopment, but the state hasn't committed to transferring the land. The concept includes 1,250 apartments, a 250-room hotel, academic space, offices, retail and an indoor performing arts venue.
- Buildings are nearly vacant. The three buildings total about 730,000 square feet on 5.5 acres. Nearly 2,700 people worked there at the peak; two buildings are now empty and 86 people work in the third. The report cites asbestos, lead paint and missing fire sprinklers.
- Build-out would take about 10 years. The campus would total about 3.6 million square feet, with an estimated 3,200 jobs and more than 2,700 residents. Construction could begin in 2030.
