If you’ve driven past the open fields north of Riego Road and noticed construction equipment near Natomas Road, it’s because changes are coming to this edge of Sutter County. What’s unfolding here is the opening phase of a long-planned development that has existed on paper for years, but is only now beginning to take shape.
