The Roseville City Council on Oct. 7 approved plans for a city-run recycling and garbage transfer center on farmland at the city's northwest edge, which its utilities director called a backup in case the regional plant that handles Roseville's trash falls short of state rules.

The council voted 5-0, declining Placer County's request to delay the decision and study a version without the waste center. City staff must return to the council for approval before any work begins.
