Gibson Drive Apartments rise along Highway 65 in Roseville.

Travelers driving along Highway 65 near the Galleria Boulevard exit in Roseville can now catch a clear view of multi-story apartment buildings taking shape just west of the freeway.
Known as the Gibson Drive Apartments, the project is the largest affordable housing development in Roseville. It broke ground in June of last year and has been steadily progressing toward its goal of delivering 356 new units for families earning between 30% and 80% of the area median income.
Located at 540, 556, 564, 572, and 580 Gibson Drive, the development is spearheaded by Roseville Affordable Developer, LLC—a joint venture involving Pacific Housing Inc. and Shea Properties. Once complete, Gibson Drive Apartments will feature 18 residential buildings on 19.5 acres, with units consisting of one-, two-, and three-bedroom layouts ranging from 650 to 1,150 square feet. Amenities will include a community pool, fitness center, outdoor communal spaces, and 622 parking spaces.

Prior to construction, the project required an extensive set of approvals, including a General Plan Amendment, a Specific Plan Amendment to the North Central Roseville Specific Plan, a rezoning of the site from Business Professional to High-Density Residential, and a Development Agreement with the city.
The Development Agreement outlined two financing options: a fully affordable project or a self-financed project with a minimum of 20% of the units designated for lower-income households. The project received over $70 million in tax credit bond allocations from the State of California, allowing it to proceed as a fully affordable housing initiative.
The project site sits adjacent to the Shea Center office complex and is just north of the Galleria Mall and Interstate 80, placing it in one of Roseville’s most accessible corridors. Construction is expected to continue through 2025, with the first units anticipated to be available for occupancy in early 2026.
