Construction progresses at R21 townhomes on former Sacramento Bee site
In Midtown Sacramento, another piece of underused commercial land is being repurposed for housing.
Beazer Homes, an Atlanta-based homebuilder, is redeveloping a former 3.5-acre Sacramento Bee parking lot at 1803 21st Street into a 48-unit luxury townhome community.
Onsite Observer visited the site last week to capture the latest progress. One of the eight three-story buildings along 21st Street appeared finished, with exterior work complete and model homes open for touring as Beazer Homes prepares to host its model grand opening on Feb. 21.

The community, now branded R21, offers four distinct floor plans featuring two-car tuck-under garages and three levels of living space. The homes range from about 2,046 to 2,385 square feet and include three- and four-bedroom layouts with 3.5 bathrooms. Each unit features open-concept living areas that connect the kitchen, dining, and living spaces, as well as private balcony access. Pricing currently starts around $880,000 for the smaller models and reaches roughly $990,000 for the larger ones.
Behind the completed building, Beazer Homes is working on a second structure that appears fully enclosed and ready for exterior finishes. Nearby, foundation forms for a third building are already in place.
The community sits immediately south of the light rail tracks and within walking distance of the R Street Corridor, an area that has seen steady infill housing and mixed-use development over the past decade.
Lacy Kayhan, a sales counselor at Beazer Homes, said R21 represents “one of the only new construction ownership opportunities in Midtown.” She added that interest has been driven by buyers seeking a walkable lifestyle near restaurants and entertainment, as well as convenient access to employment.
Shopoff Realty Investments, which acquired the Sacramento Bee campus in 2017, secured entitlements for the former parking lot and later sold the parcel to Beazer Homes for $9.8 million in January 2025. Groundbreaking followed in June, with R21 joining earlier redevelopment on the site, including the Press at Midtown.
